a) The purpose is to measure whether the carbon stock is increased or reduced. b) The REDD+ Agency is currently focusing on the institutional mechanism before moving to carbon. In parallel, mechanisms for carbon, such as benefit sharing and registry, are being developed.

Please explain the status of the Community Forests in Padang Municipality?
A.
Community Forests in Padang have been facilitated through the implementation of Thematic Field Work Service (Kuliah Kerja Nyata Tematik/KKN Tematik) in 18 Nagari. From the KKN Tematik implementation some of the profiles of Nagari have been produced. However some are still incomplete for formal submission of Nagari Forest application. Thus, the selected CSO is expected to complete the profile.

What is the suitable methodology for creating the profile for the Nagari considering the Nagari is within a municipality?
A.
The selected CSO would need to have intensive discussion with the respective administrative offices and the Kerapatan Nagari. Any decision will need to be agreed by these institutions.
Q.
Is the output for Nagari map in Pasaman for the same Nagari Forest or from different ones?
A.
There is only 1 proposed Nagari Forest in Pasaman.
Q.
What is Pokja REDD+’s view regarding international NGOs as possible program implementers?
A.
The Pokja REDD+ and the district government are open to implementation by both national and international CSOs/NGOs. Due to regional autonomy, the participation of local communities is critical to ensure that opportunities are provided for expressing their views and concerns.

Who was involved in formulating West Sumatera’s Provincial Strategy and Action Plans?

How do we ensure that the Calon Petani/Calon Lahan – CP/CL (potential farmer/potential land) chosen by the relevant Plantation Office and Komda for the Zero Burning Land Clearing is aligned with the CP/CL chosen by the selected CSO?

The selected CSO shall coordinate closely very early in the process with the relevant Plantation Office and Komda for the selection of CP/CL.

Please explain further on the current status of the already established Farmers Group Fire Brigade (Kelompok Tani Peduli Api - KTPA)?
A.
The 3 existing KTPA were established on 4th April 2014. Thus it is relatively new. The Ministry of Agriculture sees this establishment as a model for developing new regulations. However, because the KTPA is still based on self financed (swadaya) the equipment needed for fire is only limited to high pressure pumps. The Head of Village becomes the commander. We do not yet have KTPA at district level because we want to start from the grassroots first (bottom-up approach). Last week, a KTPA in Bungo was established.

Does the KTPA have an SOP?
A.
Currently we are in the process of formulating the SOP together with Manggala Agni. We hope that the SOP will not be limited to the target area

How do you identify hotspot?
A.
If there is an indication of hotspot there will be a patrol

Can we use other methods for the Zero Burning Land Clearing or are we required to use the methods stated in the TOR?
A.
For the last 3 years we use machete and senso. The downside of using this method is on cleaning the strecking. The strecking will destroy the topsoil. Using excavator, cleaning the strecking would be easier and better for chance intercropping.
Q&A East Kalimantan 1. Q. Please explain the current state of biodiversity in East Kalimantan in relation to the many illegal mining?

A.
The utilization of forest area specifically for mining activities is regulated in the best way possible so it could be conducted in the best manner. The implementation of the regulations will be monitored by the mining inspector. Based on the monitoring and evaluation there will be further actions by the Regional Environmental Agency (Badan Lingkungan Hidup). Furthermore, the Provincial Government of East Kalimantan has collaborated with the REDD+ Agency through the Licensing Information Center so that right/license holders can best utilize its management rights in accordance to the laws and regulations.

Please explain how does the government address shortage of electricity?
A.
In remote locations we use solar power. We are also developing waste from palm oil industry for power which will be distributed by State
Electricity Company (PLN) and East Kalimantan Bank (Bank Kaltim) General Q&A 1. Q.

When conducting monitoring activities implemented by the selected CSO, how does the funding flow for funding government’s monitoring activity? Is this borne by the selected CSO?
A.
The CSO will fund its own monitoring activity. The provincial/district government’s cost for conducting monitoring will be borne by UNDP outside the budget of the CSO to keep the process independent.

What is the scope of the CSO in this program and can international organization submit proposals for this program?
A.
Referring to section 2 of the CFP: Legally established CSOs including community-based organizations, indigenous peoples’ organizations (IPOs), Academic Institutions, faith-based organizations, trade unions, and network coalitions operating in the project locations (West Sumatera, East Kalimantan, Jambi) are invited to submit their proposal(s). These organizations shall at least have a legal status of foundation. International NGOs that are interested to submit proposal(s) shall have a legal document(s) (e.g: business license) stating that the organization is permitted to work and conduct activities in Indonesia

How do we make sure that the intention of the programs and activities owned by the district government will be delivered by the selected CSO
A.
a) During the formulation of the workplan, Komda/Pokja/DDPI shall work closely with the selected CSO to make sure that all of the targets are aligned with the proposed targets from the respective province. b) Prior to any implementation, the roles of all parties (UNDP, REDD+ Agency, Komda and selected CSO) shall be stated in an agreement.

Is the CSO required to be from the target location or can it be from a CSO located in – for example - Jakarta?
A.
The bidding process is open to any organization from local to international CSOs/NGOs. The bidding is also announced openly in the newspaper and on UNDP and the REDD+ Agency’s website.

How do we make sure the selected CSO is well received by the local community and the district government?
A.
Section 2 of the CFP elaborates a set of criterion for the selected CSO one of which is to have proven network with civil society organizations and/or communities operating in the project areas and good relationships with local government in the project areas.

Is the maximum ceiling stated in the CFP (USD 75,000 per LOT) divided equally for all activities in that province? As an example, in
Jambi there are 2 activities. Does this mean that the USD 75,000 will be divided into USD 37,500 for activity A and USD 37,500 for activity B?

The maximum budget of USD 75,000 applies to each LOT/province. Bidders may divide and allocate the budget according to the needs of each of the activities.
Q.
Can we bid only for one of the activities in a LOT?
A.
No. If the bidder bids for a LOT(s), the bidder must carry out all of the activities. As stated in the CFP, UNDP will award the grants on LOT basis. CSOs may quote one or more LOTs. Separate proposals shall be submitted, covering all listed activities, by LOT. Proposals for partial activities will be rejected. A grantee may receive multiple LOTs provided the LOTs do not exceed, in a cumulative basis, USD 150,000.
Q.
Since the target locations of these activities spread across the province and taking into account the limited areas of expertise of the bidders, how can we carry out an activity(ies) that are not in our areas of expertise?
A.
Bidders are allowed to collaborate with local NGOs operating in the target locations or NGOs that can compliment the bidders’ areas of expertise. Should there be a collaboration, the bidder who act as the signatory of the Grant Agreement with UNDP, will be the accountable party to UNDP.

Do we need to state the partner CSOs/NGOs in our proposal now?
A.
Yes, we strongly recommend that bidders state potential CSOs/NGOs with whom it would collaborate. Proven local network/experience becomes a part of the evaluation components. Please note that bidders do not necessarily have to sign an agreement with the potential NGO collaborators at this stage.
Q.
Is it possible to combine work that an organization is already undertaking together with activities under this program?
A.
Yes, we are open for cost sharing arrangement as long the bidder is able to separate the outputs for each activities and there is no comingling of funds.
Q.
What happens if the activity under the cost sharing program is delays the output for this program?
A.
To date, our decision is to have the project completed by the end of May 2015. This means that the final disbursement shall happen in mid May 2015. Furthermore, the projected implementation time by the Komda/Pokja/DDPI is for 3 months. Thus we are pushing for the selected CSO to have the program completed within 6 months and to avoid the possiblity of a no-cost extension.

What is the policy for procurement?
A.
Any procurement shall be based on the selected CSO internal
procurement mechanism. The selected CSO shall prove that it has an acceptable procurement system with acceptable internal rules and controls. The CSO shall be responsible for carrying out all activities with due diligence and efficiency. It is understood that the CSO shall have exclusive control over the administration and implementation of the activities and that UNDP shall not interfere in the exercise of such control. However, both the qualities of work and the progress being made toward successfully achieving the goals of such activities shall be subject to review by UNDP. 13.

The Komda/Pokja/DDPI have specifications for the goods to be procured. How can these goods be delivered by the selected CSO?
A.
Komda/Pokja/DDPI will coordinate and communicate with the selected CSOs and this shall be stated in the workplan. The specification for goods will be stated in the amended CFP once UNDP receives the specifications from the Komda/Pokja/DDPI. The specifications will be stated in the amended CFP and uploaded to the UNDP websites.

What language should we use in the proposal?
A.
Proposals may be in English, Bahasa Indonesia or both languages. The selected language of the proposals will not affect the scoring used by the evaluation panel.
Q.
How does sub-granting work?
A.
If the applicant is a group of legal entities or group of organizations that will form or have formed a consortium or association at the time of the submission of the proposal(s), they shall confirm in their proposal(s) that: (i) they have designated one party to act as a lead entity; and (ii) if they are awarded the grant, the grant shall be entered into, by and between UNDP and the designated lead entity, who shall be acting for and on behalf of all the member entities comprising the consortium. If applicable, cost-sharing requirement should be stated. Sub-granting will be governed by the selected CSOs internal SOP.
Announcements 1. The location stated in East Kalimantan CFP and TOR shall now also include Muara Siran Village in Kutai Kartanegara District in East Kalimantan. Kutai Kartanegara signed an MOU with the REDD+ Agency and the proposed location has been visited by REDD+ Agency team. The program will be the Green Village program. This additional location and program in Muara Siran village shall not affect the USD 75,000 budget ceiling for East Kalimantan and the already published TOR for Green Village Kart Ecosystem Management Program in Merabu Village, Berau District in East Kalimantan. An amended CFP including its Annex addressing this addition will be posted on the UNDP websites. 2.
Bidders shall use the proposal template available on the UNDP website where the CFP is also posted. A maximum of one proposal can be submitted for each Province by each applicant.

Bidders who would like to be considered for 2 LOTS/Provinces will have to submit 2 (two) or 3 (three) separate proposals.

1 (one) bidder/consortium may submit 3 separate proposals for all 3 LOTS/Provinces
5.
Bidders are not permitted to propose partial activities in each LOT. Bidders shall implement all of the activities for each respective LOT.

Bidders are advised to regularly visit the UNDP procurement website for updates, revisions, amendments and/or supplementary documents.

FAKTA TENTANG KEBAKARAN LAHAN DAN KEBUN A. Kebakaran lahan dan kebun sebagian besar (90%) disebabkan oleh faktor manusia dan faktor alam terutama pada kegiatan pembukaan lahan. B. Pada umumnya kebakaran lahan terjadi karena adanya pengaruh iklim yang sangat ekstrim yaitu adanya gejala alam El Nino. Prediksi BMKG Indonesia tahun 2014 akan mengalami kemarau lebih lama dari tahun sebelumnya. C. Kebakaran menimbulkan dampak negatif terhadap aspek sosial, ekonomis dan ekologis, antara lain menurunnya keanekaragaman hayati dan produktivitas lahan, terganggunya kesehatan masyarakat dan lalu lintas darat, air serta udara, bahkan apabila kebakaran terus menerus dapat menyebabkan timbulnya asap yang tebal hingga ke negara tetangga dan dapat mempengaruhi hubungan diplomatik. 3

PENGENDALIAN KEBAKARAN LAHAN DAN KEBUN (Permentan No.47/Permentan/OT.140/4/2014 tgl.4 April 2014)
Pengendalian Kebakaran terdiri atas : 1) “Pencegahan” terhadap terjadinya kebakaran; 2) “Pemadaman” kebakaran dengan sesegera mungkin sewaktu api masih kecil; 3) “Penanganan pasca kebakaran” dalam rangka pemulihan. “Pencegahan” kebakaran dilakukan melalui pemantauan titik api dan sosialisasi PLTB oleh Brigade Kab/Kota. Sosialisasi PLTB dilakukan oleh Brigade Kab/Kota kepada pekebun dan KTPA dengan metode kelas diikuti dengan simulasi dan demplot PLTB. Perlaksanaan pencegahan juga dilakukan melalui pemberian bantuan bahan dan peralatan serta stimulasi HOK, agar tidak membuka lahan dengan cara pembakaran 6

“Pemadaman” kebakaran terbagi atas 3 tingkatan, yaitu : 1) Kebakaran awal; 2) Kebakaran lanjut; dan 3) Kebakaran luar biasa. Kebakaran tingkat awal, yaitu kebakaran yang dapat dipadamkan dalam waktu 3 hari; tingkat lanjut 4-7 hari; dan tingkat luar biasa > 7 hari. Dilaksanakan oleh Brigade Kab/Kota dengan melibatkan KTPA dan unit pemadam kebakaran perusahaan perkebunan disekitar lokasi kebakaran. “Penanganan Pasca Kebakaran” dilakukan oleh pekebun, disbun kab/kota/prov/kementan melalui kegiatan rehabilitasi lahan (olah tanah, pengaturan drainase dan penambahan unsur hara) dan rehabilitasi tanaman (penyisipan, peremajaan, penanaman baru). 8

DEMPLOT PEMBUKAAN LAHAN TANPA BAKAR (PLTB) Pelaksanaan Demplot PLTB disesuaikan dengan kondisi vegetasi yang akan dibuka, dapat berupa Areal Penggunaan Lain (APL), hutan sekunder, peremajaan kebun, semak belukar. Dan disesuaikan dengan anggaran yang tersedia. Urutan dan jenis PLTB tidak banyak berbeda dengan pembukaan lahan dengan pembakaran, meliputi kegiatan menebang, menebas dan merumpuk/memerun pada jalur antara tanaman. Tahapan PLTB yaitu 1) Perencanaan penanaman; 2) Membuat rintisan dan pembagian petak tanaman; 3) Mengimas; 4) Merencek; 5) Membuat pancang jalur tanam/pancang kepala; 6) Membersihkan jalur tanam. 12
Tahapan Pembukaan Lahan Tanpa Bakar (PLTB) 1. Perencanaan Penanaman Membuat rencana dan desain kebun yang akan dikelola dengan mempertimbangkan : ukuran kebun, ukuran petak tanaman, topografi, tipe tanah, sistem/jaringan jalan dan transportasi, sistem konservasi tanah dan air dan rencana operasional lainnya. 2. Membuat Rintisan dan Pembagian Petak Tanaman Semak belukar dan pohon dibabat dan dipotong sehingga bisa menjadi jalan di dalam areal untuk memudahkan pekerjaan selanjutnya. Pembagian petak tanaman antara lain didasarkan pada kondisi topografi, jenis tanah dan jaringan jalan, sebagai contoh : - Kebun dapat dibagi ke dalam petak-petak seluas 100 ha yang kemudian dibagi ke dalam sub petak seluas 25 ha (1000 m x 250 m) - Setiap sub petak dikelilingi oleh jalan utama (main roads) dan jalan pengumpulan (collection roads). 13
Tahapan Pembukaan Lahan Tanpa Bakar (PLTB) Lanjutan 1................. 3. Mengimas Penebasan semak dan pohon kayu dengan menggunakan parang atau kapak. Pohon kayu yang berdiameter > 10 cm ditebang dengan menggunakan kapak atau gergaji rantai (chainsaw). Tinggi penebangan tergantung pada diameter batang, yaitu : - Diameter pohon 10-20 cm : tinggi tebang > 40 cm - Diameter pohon 21-30 cm : tinggi tebang > 60 cm - Diameter pohon 31-75 cm : tinggi tebang > 100 cm 4. Merencek Cabang dan ranting pohon yang telah ditebang, dipotong dan dicincang (direncek) serta dirumpuk. Tujuan merencek adalah untuk mempermudah pengendalian kebakaran (sekat bakar) dan mempercepat proses pelapukan sisa tebangan. Pada daerah endermis serangan Oryctes perlu pemberian Metharizium pada rumpukan bekas tebangan. 14
Tahapan Pembukaan Lahan Tanpa Bakar (PLTB) Lanjutan 2................. 5. Membuat Pancang Jalur Tanam/Pancang Kepala Jalur tanam dibuat menurut jarak antar barisan tanaman (gawangan). Hal ini dimaksud untuk memudahkan pembersihan jalur tanam dari hasil rencekan. 6. Membersihan Jalur Tanam Hasil rencekan ditempatkan pada lahan diantara jalur tanaman, dengan jarak 1 meter ke kiri-kanan pancang jalur tanam. Dengan demikian diperoleh 2 meter jalur yang bersih dari potonganpotongan kayu, seperti gambar berikut : POTONGAN

PEMANFAATAN LIMBAH PLTB Pelaksanaan PLTB untuk pengembangan perkebunan menghasilkan banyak limbah berupa serasah yang terdiri dari dedaunan dan ranting maupun batang-batang pohon yang apabila dibiarkan akan mengering dan berpotensi menjadi bahan bakar yang mudah terbakar. Untuk mengurangi tingkat bahaya kebakaran, limbah tebangan yang sisa/tertinggal tsb dapat dimodifikasi dengan memanfaatkan dan mengolahnya menjadi kompos dan briket arang. Dari serasah yang berupa dedaunan dan ranting-ranting kecil maupun semak belukar serta rerumputan dapat dimanfaatkan menjadi kompos (pupuk organik) dan dari limbah berupa batang, cabang serta ranting dapat dibuat arang yang kemudian diolah lebih lanjut menjadi briket arang. Pemanfaatan limbah ini selain dapat meminimalkan resiko bahaya kebakaran juga memberikan hasil yang lebih bermanfaat dan bernilai guna serta memiliki nilai ekonomi yang tinggi. 20
PEMBUATAN KOMPOS a. Bahan dan Komposisi Limbah hasil tebangan berupa serasah yang terdiri dari pakupakuan, gulma tanaman (80%); Pupuk kandang (10%); Dedak (10%); EM4/ dekomposer (100 ml); Molase/ gula (25 gram); Air secukupnya. b. Cara Pembuatan Limbah hasil tebangan dicampur dengan pupuk kandang dan dedak (campurab 1). EM4, molase/gula dan air dilarutkan (campuran 2). Campuran 1 diaduk dengan campuran 2 kemudian ditutup dengan plastik. Setelah 3 hari, campuran diaduk agar proses
sempurna, lalu ditutup kembali. Setelah warnanya merata kecoklatan dan gembur kemudian diangin-anginkan. Setelah dingin/suhunya normal, siap untuk dipakai atau dikemas dalam kantong plastik untuk dijual/disimpan. 21
