NOTE ON ENGLISH LITERATURE ON DUTCH PLANNING The English literature on Dutch planning is rich. In the first bibliography published, Golany (1969) lists many hundred titles. Since then, of course, the number of publications has grown still further. Most of the literature is in the form of articles, conference papers, and the like. In a bibliography focussing on Dutch strategic planning Visscher (1988) lists hundreds of entries for this specialized subject alone. The most recent comprehensive bibliography is by Needham (1991). We restrict ourselves to the most comprehensive works. The classic amongst them is Burke's 'Greenheart Metropolis' which we have quoted. Hall (1984) gives another well-known review of the situation in the 'Randstad' which, as the reader is well aware, he regards as one of the 'world cities'. Thomas et al. (1983) base themselves on extensive research on the local level and include case studies, as well as a review of the context of Dutch planning. A comprehensive review of land and property development is by Needham, Kruijt and Koenders (1993). Much useful information can be gained from the European Environmental Yearbook. Dutt and Costa (1985) offer a collection of readings, all of them original contributions, many of them written by Dutch scholars. As in this book, the emphasis is on the national and regional scale, but also on strategic projects like the polders. Another work to be recommended is Van Gunsteren (1976). It is not about Dutch planning as such but contains a revealing chapter on Dutch administrative law. An important account of the Dutch planning system written by one of the leading authorities is available in English as well: Brussaard (1987). Many of the National Physical Planning Reports have been translated wholly or in parts and are available from the National Physical Planning Agency. The same goes for various documents on environmental policy which are available from the Directorate-General of the Environment of the Department for Housing, Physical Planning and Environment. Their publications include so-called fact sheets on different topics, one of them being the revisions to the Physical Planning Act. Other ministries, too, have publications in English available. These include one by the Ministry of Finance, 'The Financial Relationship between Central and Local Government'. The Ministry of Foreign Affairs brings out various publications called 'The Kingdom of the Netherlands'. Virtually every province and many of the larger municipalities have information available in English. The journal 'Planning and Development in The Netherlands' used to be published at irregular intervals, containing much useful material, but it is now defunct. Since 1986, there is 'The Netherlands Journal of Housing and Environmental Research'. For several years 263

now, the much older journal of international standing, 'Tijdschrift voor Economische en Sociale Geografie', has been coming out wholly in English. It contains articles on the social and economic geography of the Netherlands, many of them bordering on, and even strongly overlapping with planning. As a matter of course, comparative works tend to include chapters on the Netherlands, examples being the European surveys by McKay (1982) and Williams (1984). Surely, for an English-speaking audience, the Dutch planning system must be one of the most accessible outside the English-speaking world.
